Civil Diplomacy Strengthens Institutional Human Rights Dialogue
Tomás Mumbundo joined a workshop on African Human Rights mechanisms and the Maputo Protocol in Luanda, Angola.
The two-day event took place on July 14 and 15, 2026, at Hotel Skyna.
It brought together members of Angola’s Intersectoral Commission for the Preparation of National Human Rights Reports, known as CIERNDH.
The Observatory for Democracy and Human Rights organized the initiative under the leadership of Dr. Yannick Bernardo.
Moreover, the workshop was developed in partnership with the Centre for Human Rights at the University of Pretoria.
Strengthening human rights reporting
The program focused on strengthening the institutional capacity of Angolan public bodies involved in national human rights reporting.
Participants examined African protection mechanisms, reporting procedures, and recommendations issued by the African Commission on Human and Peoples’ Rights.
In addition, the discussions addressed the Maputo Protocol and its importance for protecting the rights of women and girls across Africa.
The training also encouraged stronger cooperation among public institutions, civil society organizations, academics, and regional human rights bodies.
Therefore, the workshop supported a more coordinated national response to Angola’s regional human rights commitments.
Participants also discussed practical measures for implementing recommendations presented to Angola by the African Commission.
Government and institutional participation
The opening ceremony was led by Antónia da Cruz Yaba, Angola’s Secretary of State for Human Rights and Citizenship.
Commissioner Maria Teresa Manuela, from the African Commission on Human and Peoples’ Rights, also participated in the program.
Alcina da Cunha Kindanda, Secretary of State for Family and the Promotion of Women, joined the institutional discussions.
Together, the representatives examined measures to improve reporting, institutional cooperation, and the application of African human rights standards.
Their participation highlighted the importance of dialogue between government institutions, regional organizations, and civil society.
Civil Diplomacy and public service
As a Civil Diplomat, Tomás Mumbundo attended the workshop through his commitment to community service and institutional dialogue.
